This is a package repository which hosts serveral suites, intended to be used on Debian systems.
This suites (or also called distributions) have different purposes. The backports suites are used to provide backported packages from newer distributions to older. Other are used to update (you can also call it fix) packages in distributions which are not (yet) fixed in the official distribution. There are even suites used as staging area before we upload them into official archives.
